The tax return is still available. So are the invoices and the final spreadsheet. Yet when an authority asks about an adjustment, nobody can explain why those transactions were selected or which version of the mapping produced the amount.

Retaining documents does not automatically preserve the reasoning that connects them. A tax controversy file should organise that connection while the people and source systems are still available.

Tax controversy concerns questions or disputes about a taxpayer’s position, including examinations, assessments and appeals under the relevant jurisdiction.

A controversy file is a practical case record bringing together the issue, evidence, analysis and procedural history. The term does not describe one universally prescribed statutory form.

How to Start a Tax Controversy File?

An effective file begins with a precise question. Which taxpayer, tax, period and position are involved? What has been filed or proposed? What is the authority asking, and what remains uncertain?

The IRS description of an audit provides one jurisdiction’s example of examining financial records against reported information. The documents and procedures required in an actual matter depend on the relevant authority and rules.

The company needs an internal explanation that someone outside the original preparation team can follow. It should connect the reported position to the facts and treatment applied, with a record of significant judgements and the person who approved them.

Avoid building a case file around an undifferentiated download of every document in the period. The collection should answer the issue while preserving the wider evidence needed to evaluate it.

How to Document an Adjustment in a Tax Controversy File?

Consider a hypothetical tax adjustment of EUR 240,000 derived from a selected transaction population. The final workbook contains the amount, but the extraction criteria sit in a former employee’s notes. Account mappings have changed since the return was prepared.

Where legal advice is involved, the responsible adviser should help determine the appropriate handling and disclosure assessment. Keep the full internal working record distinguishable from the package approved for an external response.

Access should follow the task. A finance colleague may need to provide an extract or explain a reconciliation. That does not necessarily require access to legal advice on the wider matter. Equally, a reviewer needs the supporting records necessary to examine the position properly.

These are practical reasons to connect the case file with the company’s role and approval model. A shared workspace should make the evidence easier to find while preserving the boundaries around each participant’s work.

Keeping a Tax Controversy File Intact Through an ERP Migration

An ERP migration such as an S/4HANA migration, is a useful point to test the file. A successful balance reconciliation may confirm that amounts transferred, while leaving historical mappings or calculation dependencies behind.

Before retiring the old environment, ask a qualified colleague to reconstruct a material position using the proposed archive. Record any missing extraction parameters, inaccessible attachments or software dependency needed to open a calculation.

The acceptance decision should address those findings. An archive is operationally useful when the team can retrieve and interpret its records during a real enquiry, including after the original preparer has left.

Retention requirements should be assessed by jurisdiction, record type and the status of the matter. Preserve material needed for an active dispute under the applicable requirements. A generic retention setting should not erase a dependency simply because its ordinary age limit has been reached.

Recurring questions reveal weaknesses in preparation. If the same selection criteria are repeatedly reconstructed, capture them with the extract. If reviewers repeatedly ask why a mapping changed, connect the change approval to the affected calculation.

For the EUR 240,000 adjustment, the file is usable when a colleague can follow the amount from the return through its calculation to the selected transactions and explain the treatment applied.
