Sweden’s public sector e-procurement initiative, Single Face to Industry (SFTI), is taking a significant step towards enhancing digital procurement processes by adopting more standardized e-commerce communication formats. This update, effective from July 1, 2025, marks a major shift as the EDIFACT-based SFTI ESAP 6 standard for purchase orders will no longer be part of SFTI’s recommended standards. Instead, the focus will be on the Peppol BIS e-commerce standards, a modern and widely accepted framework for digital interactions. 

Why the Transition? 

SFTI, comprising key organizations like municipalities, regions, the Agency for Digital Administration (Digg), the Chamber of Commerce, and the Procurement Agency, is committed to streamlining e-procurement. By transitioning to Peppol BIS, Sweden aims to create a unified, efficient, and modern e-procurement ecosystem for public sector transactions. 

The outdated EDIFACT-based standards have been functional but lack the flexibility and global interoperability offered by Peppol BIS. The move towards these updated formats reflects a broader European trend of aligning digital communication and procurement processes for efficiency and standardization. 

What is Peppol BIS? 

Peppol BIS (Business Interoperability Specifications) offers standardized message formats to facilitate various business interactions. These formats ensure clarity, consistency, and streamlined communication between buyers and suppliers. The recommended Peppol BIS formats include: 

  • Peppol BIS Catalog without response 3: Standardized product/service catalogs without response requirements. 
  • Peppol BIS Punch Out 3: Supports real-time integration with suppliers’ online catalogs. 
  • Peppol BIS Ordering 3: Simplifies and standardizes purchase orders. 
  • Peppol BIS Order Agreement 3: Streamlines order confirmation and agreements. 
  • Peppol BIS Despatch Advice 3: Facilitates shipment notifications and delivery tracking. 
  • Peppol BIS Billing 3: Covers invoicing and payment processes. 

Resources to Support the Transition 

To ease the transition, SFTI has introduced various tools and resources to assist public sector vendors and agencies. These include: 

  1. Excel Templates: Pre-designed templates for creating Peppol BIS-compliant catalogs, minimizing the technical expertise required for vendors. 
  1. Software Tools: Solutions tailored for managing and maintaining Peppol BIS-compliant catalogs and messages. 

These resources are part of SFTI’s broader support efforts, ensuring that vendors and public sector agencies can seamlessly adapt to the new standards without significant operational disruption.
