Greenland’s B2G e-Invoicing Mandate: Public Sector Goes Digital in 2025

The Government of Greenland has taken a significant step toward modernizing its public sector by announcing a new B2G (Business-to-Government) e-Invoicing mandate, effective March 1, 2025. Published on November 11, 2024, the executive order requires both legal and natural persons to submit structured, digital invoices when providing goods or services to public authorities. 

Key Points of the Mandate 

  1. Structured Electronic Format 
    All invoices must be issued, sent, and received in a format that supports automatic, digital processing. Traditional paper invoices will no longer be accepted. 
  1. NemHandelsRegister Registration 
    Public authorities must register as recipients in the joint public NemHandelsRegister, managed by the Danish Business Authority, to facilitate smooth and standardized e-Invoicing processes. 
  1. Mandatory Information 
    When entering contracts or placing orders, public authorities must share details such as their CVR number, GLN number, reference person, and order or requisition number, as well as relevant account information. 
  1. Exemptions for Small Providers 
    Businesses and individuals who do not meet a yet-to-be-defined annual turnover threshold will be exempt from the new rules. The exact criteria for exemptions will be determined by the municipal board at a later date. 
  1. Rejection of Non-Digital Invoices 
    Invoices that are not compatible with digital processing will be rejected outright, marking a decisive move toward fully digital public sector transactions
